Student Distribution of Materials
Students' constitutional rights of freedom of speech or expression provide for the opportunity to distribute written materials on school premises. However, distribution of materials by students shall not cause disruption of or interference with school activities. Students will be subject to corrective action or punishment, including suspension or expulsion, depending on the nature of the disruption or interference resulting from distribution of materials.
The following guidelines are in effect in each school building:
A. A student may distribute no more than ten (10) copies of printed material without seeking the approval of the principal.
B. Any student intending to distribute more than ten (10) copies of any student-sponsored material shall submit a copy to the principal at least three school days prior to the proposed time for distribution, together with a detailed description of the plan for distribution.
C. Distribution plans shall be approved by the principal if no substantial disruption or interference of school activity will result from distribution of materials at the time, place and manner indicated. If the plan is not approved, the student will be advised, in writing, of the reasons for denial.
D. The student may request the superintendent or designee to review the principal's decision. Such request for review must be made within five (5) school business days following the principal's decision. A decision shall be rendered by the superintendent or designee within ten (10) school business days.
E. It is the desire of the board of education that material be free from advertisement or endorsement of tobacco; liquor; illegal or illicit drugs; drug paraphernalia; obscenities; profanity; defamation of character; falsehood; sexually explicit reference; invasion of privacy; advocacy of violation of school rules; attacks on the ethnic, religious, social or groups with disabilities; or encourages actions which endanger the health and safety of students.
F. If the concern is not resolved to the satisfaction of the student(s) at the superintendent level, the student(s) may appeal to the board of directors who will hear the concerned at the next regularly scheduled meeting provided the appeal has been received at least five (5) business days prior to the meeting.
